Ombudsman publishes details of a case she examined concerning Disability Allowance

Ombudsman, Emily O'Reilly, publishes details of a case her office has examined concerning a decision by the Department of Social Protection to refuse a person's application for Disability Allowance on the grounds that the person was not "habitually resident" in the State.
